This portal supports the Mandeville Canyon Association’s Community Fire Hardening Pilot. It is a preparedness tool — it is not an emergency notification system. In any emergency, call 9-1-1 and follow LAFD instructions. See Section 15 for specific information on ALPR cameras.
Welcome to the Mandeville Canyon Association (“MCA”) member portal at mca.awareneighbors.com(the “Site”), operated by Westside Coalition, Inc., a California 501(c)(4) — through its Aware Neighborsprogram, on behalf of the MCA, and fiscally sponsored by Friends of West L.A. (FOWLA). This Privacy Policy outlines how we collect, use, disclose, and safeguard the personal information you provide and information collected automatically when you access the Site and the Community Fire Hardening Pilot program (the “Program”).
1. Information We Collect
We collect information to provide and improve the Program, verify eligibility, manage community fire-hardening initiatives, and enhance your experience on the Site.
Information You Provide
- Registration information: to verify MCA membership and manage participation, we may collect your name, street address, email address, phone number, and membership tier.
- Program enrollment information:details you submit when enrolling in an initiative — Home Hardening Assessment, FAIR Plan Transition, Pool Participation, or Zone Zero — including program-specific responses and consents.
- Pool participation access data: if you opt your pool into the Neighborhood Wildfire Defense Station program, we collect access details (approximate capacity, drop from curb, and access notes) so that, in an emergency, LAFD can locate and draw water. This information appears only on a laminated map kept inside the locked station and is not published or shared electronically outside secure operations.
- Gear orders and pickup:your selections for free preparedness gear, and, if you designate another person to pick up your order, that individual’s name and email for notification purposes.
- Consent and preference data: your preferences regarding program communications, MCA and FOWLA news, notification methods, and any program-specific consents (for example, LAFD drill attendance for pool participants). We also record your agreement to program terms and to this Privacy Policy.
- Unsubscribe status: your preference to opt out of our communications.
- Communications, feedback, and surveys: information you voluntarily provide when you contact us or take part in program-related forms.
Automatically Collected Information
- Cookies and tracking technologies: small files used to enable secure login, form submission, analytics, and preferences.
- Log data: IP address, browser type, pages visited, date and time, and referring website, used for Site analytics and operational insight.
2. Information We Do Not Collect
The Program relies on devices and infrastructure you or third parties control. We do not collect, and generally do not have access to:
- Device-generated data: audio, video, images, events, or alerts generated by any camera, doorbell, sensor, or kiosk. Recordings from devices in your home remain your property and under your control.
- Device account credentials: usernames, passwords, or account details you hold with a device manufacturer.
- Confidential assessment reports:for Home Hardening Assessments, MCA does not receive your full report — only anonymized metadata is shared with our resilience-scoring partner.
We request that you do not provide the above to us. If you do, we will promptly delete it, and you should change any credential you may have shared.
3. How We Use Your Information
We use the information we collect to:
- verify MCA membership and eligibility, and facilitate registration and program enrollment;
- process free-gear orders and coordinate pickup events, including designated-pickup notifications;
- provide confirmations, program updates, reminders, and responses to your inquiries;
- assess and improve the Program through feedback and surveys, and understand and improve Site performance through analytics;
- protect against fraud or unauthorized access, and comply with legal obligations, court orders, or governmental requests.
4. Sharing of Your Information
Other than as described below, we do not share your information unless you have opted in.
- Service providers and program partners:trusted parties who perform services on our behalf — such as the Home Hardening assessment provider, community resilience-scoring partner, and email delivery — are authorized to access only the information necessary for their function and are contractually required to protect it.
- LAFD and emergency operations:for Pool Participation, your access details appear on the station’s laminated map for emergency water-draw use, and are not published or shared electronically outside secure operations.
- Legal compliance and safety: we may disclose information if required by law or legal process, or to protect rights, safety, or the rights of others.
- Aggregate and non-identifiable information: we may share aggregated or anonymized data that cannot identify you, to evaluate program effectiveness or improve services.
- The MCA: where you provide explicit consent, we may share limited information about your program participation with the Mandeville Canyon Association for coordination.
5. Retention of Information
We retain your personal information, until you state otherwise, to fulfill the purposes in this Policy or as required by applicable law. Upon program completion or upon request (subject to legal retention requirements), personal information will be securely deleted or anonymized.
6. Your Rights and Choices
Depending on your jurisdiction, you may have the right to:
- Access and correct the personal information we hold about you;
- Request deletion of personal information, subject to legal obligations;
- Manage cookies through your browser settings (disabling cookies may limit Site functionality);
- Unsubscribe at any time via the link in our emails, or by updating your preferences on your account page.

7. Security of Your Information
We implement commercially reasonable measures — including encryption where appropriate, access controls limiting access to authorized personnel, and regular security review — to protect your information. No online platform can guarantee absolute security; transmission over the internet is not completely secure.
8. Cookies and Tracking Technology
We use essential cookies (for secure login and form submission), analytics cookies, and preference cookies. You may adjust your browser to refuse cookies, though doing so may impact certain functionality.
9. Third-Party Links
The Site may link to external websites or resources (for example NotifyLA, Watch Duty, or device manufacturers). This Policy applies only to mca.awareneighbors.com; we do not control and are not responsible for the privacy practices of third-party sites.
10. Children’s Privacy
Our services are intended for individuals over the age of 18. We do not knowingly collect information from children under 18. If we learn we have inadvertently done so, we will delete that data.
11. International Data Transfers
We are based in the United States. By using the Site and providing personal information, you consent to its transfer, processing, and storage in the United States, subject to applicable law.
12. Your California Privacy Rights
Under the California Consumer Privacy Act (CCPA), California residents have the right to know the categories and specific pieces of personal information collected, used, or shared; to request deletion, subject to exceptions; and to opt out of the sale of personal information. 13. Updates to This Privacy Policy
We may update this Policy periodically to reflect changes in our practices, Site functionality, or legal obligations. Changes will be posted here with an updated effective date. Continued use of the Site indicates acceptance of the revised Policy.
14. Text Message (SMS) Program
If you opt in to MCA Text Alerts, we (Westside Coalition, Inc., operating the Aware Neighbors program on behalf of the MCA) collect your mobile phone number and a record of your consent (including the date, time, and the consent language shown to you) so we can send you recurring automated text messages about community safety and fire-hardening alerts, program and enrollment updates, free-gear pickup notifications, and event reminders.
- No sharing of mobile information: we do not sell your mobile information, and no mobile information will be shared with third parties or affiliates for their marketing or promotional purposes. Phone numbers are used only to operate the MCA Text Alerts program and are shared only with the messaging service provider that delivers our texts, solely to send the messages you requested.
- Message frequency: message frequency varies. Under normal conditions you can expect occasional updates; during active fire-weather or emergency conditions you may receive messages more frequently.
- Rates: message and data rates may apply, depending on your mobile carrier and plan.
- Opt out any time: reply STOP to cancel or HELP for help. See our Terms of Service for the full SMS program terms.

15. Automated License Plate Recognition (ALPR) Cameras
Testing and Deployment
ALPR cameras may be deployed on a test basis for a limited duration of 1 to 14 days. During this testing phase, the primary purpose is to evaluate the system’s functionality and coverage to better serve community safety needs.
Data Access and Usage
- Limited access: only one designated Aware Neighbors staff member has access to data collected during the testing phase.
- No sharing or selling: ALPR data is not shared or sold under any circumstances.
- Police access: ALPR data is not automatically shared with law enforcement. In the event a crime occurs during the testing phase, Aware Neighbors may grant one-time access to law enforcement, strictly limited to an active investigation.
Data Protection
We are committed to safeguarding the privacy and security of all ALPR data. All data collected is protected in accordance with the security standards of our ALPR service provider. For more information, see the Rekor Security Overview.
Retention and Deletion
Data collected during the testing phase is retained only as long as necessary to achieve the objectives of the test. At the conclusion of the testing period, all data will be securely deleted unless otherwise required for a specific investigation or legal obligation.
